Why does the HCC/S 2.x.x.1 neither control valve nor pump and the internal controller has no function?

The reason can be that the HCC/S has not received a valid supply flow temperature, yet. This is done either via a sensor at the physical input or depending on the ETS settings via a KNX communication object.
